Air Quality Permitting, Compliance & Emission Control System Optimization Services

Geosyntec’s air quality practitioners provide our clients with a broad set of services ranging from permitting to compliance and reporting to control device monitoring, evaluation, and optimization.

Our projects routinely involve initial Prevention of Significant Deterioration (PSD) and New Source Review (NSR) permitting, compliance assistance, enforcement negotiation as well as air pollution control equipment optimization and emission measurement assistance.
Let Geosyntec help you prepare a strategy for your facility to address potential rule changes like the Mercury and Air Toxics Standards Rule (MATS) and The Cross-State Air Pollution Rule (CSAPR). MATS will require coal-fired and oil fired power plants rated over 25 MW to meet emission standards for hazardous air pollutants. CSAPR is designed to tighten emission limits for coal-fired and oil-fired units in at least 27 states.

Air Permitting

Our air practitioners have assisted with New Source Review (NSR) and Prevention of Significant Deterioration (PSD) permitting, Title V permitting, and synthetic minor and state-only permitting. These projects include new facility permits, permit modifications, and permit renewals as well as determinations of Best Available Control Technology (BACT) and Lowest Achievable Emission Controls (LAER). We routinely conduct regulatory applicability determinations for NSR/PSD, New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAPs), Maximum Achievable Control Technology (MACT), Reasonably Available Control Technology (RACT), and state-specific requirements.

Air Compliance and Reporting

Geosyntec’s practitioners routinely perform compliance assistance projects which include control technology assessments and facility compliance audits. Our audits identify potential compliance issues and provide a framework for a comprehensive environmental management strategy. Our clients have utilized our services to implement monitoring programs and to ensure that reporting requirements are fulfilled. Annual compliance programs include emission inventory reporting, Title V annual and semi-annual reporting, greenhouse gas reporting, and deviation reporting.

Air Quality Control Device Evaluations
and Optimization

Our air practitioners assist in the selection of appropriate control devices and in the optimization of existing control devices utilizing computational fluid dynamic (CFD) modeling, to enable our clients to meet regulatory requirements while minimizing operational costs. Projects include boiler combustion management and tuning; optimization of mercury control; sulfur trioxide (SO3) plume mitigation; and measurement of complex pollutants such as mercury and SO3. Geosyntec offers installation of cutting edge hardware and software that utilizes cross-duct laser technology for continuous monitoring of ammonia (NH3), and SO3. We also provide data management and equipment maintenance to ensure maximum equipment up-time and effective data collection and analysis.
